Miguel A. Huerta is a partner in the law firm of Smith Trostle & Huerta LLP.  Mr. Huerta has practiced administrative law, primarily in the area of utility regulation, since 1995 and advises clients on a wide variety of regulatory and transactional matters involving telecommunications, electric, gas, water and wastewater services.

Mr. Huerta’s practice includes regulatory analysis and compliance, legislative analysis, and representation of clients in contested hearings and rulemaking proceedings before Texas state agencies and in judicial appeals of agency orders.  Mr. Huerta has represented clients before regulatory agencies throughout the country and has participated in hearings before the Texas Commission on Environmental Quality (“TCEQ”), Public Utility Commission of Texas (“PUC”), Railroad Commission of Texas, State Office of Administrative Hearings (“SOAH”) and in proceedings at the Electric Reliability Council of Texas (“ERCOT”).   

Mr. Huerta’s transactional practice includes general contract review and negotiation as well as more specialized functions such as developing customer service agreements and tariffs, securing interconnection agreements and facilitating corporate transactions, including complex transactions involving regulated entities.  In addition, Mr. Huerta has represented public entities including state agencies and institutions of higher education seeking to obtain electricity through power purchase agreements.

Mr. Huerta received his Juris Doctorate from Harvard Law School in 1993 and his B.A. in English summa cum laude from St. Mary’s University in San Antonio in 1990.  His professional memberships include the Texas Bar Association, the College of the State Bar, the Austin Bar Association, the Gulf Coast Power Association and the Hispanic Bar Association of Austin.
